Programming NuScan 2600u

anyone familiar with programming a NuScan 2600u?

I am wondering if the scanner I was given was not programmed correctly before leaving the factory or if one of our people had inadvertently wiped something out on it before I received the scanner. I have programmed scanners in the past, mostly Honeywell's, and have not had problems getting prefixes and suffixes programmed using hex codes. I hear the change in the tone of the beeps so I know the scanner is picking up the values.

I have even tried the example on the user guide "Look up appendix 2, you can find that the HEX value for all codes is “99”. Look up appendix 3, the HEX value for XYZ is “58,59,5A”. First scan “user-defined prefix” in 2.11 edit, then the scanner will have two sounds like “D…D…”, then scan 9，9，5，8，5，9，5，A，and save, the setting accomplished" but nothing.
